Annual fees in Asian countries

Every country has its own fees system. What are the main differences between Japan, Korea, China, and Hong-kong? Is it possible for a patent assignee to pay only when the patent is granted and every year after? Did the corresponding's laws changed in the last twenty years. Any expert is welcome to answer these hard questions!

The Japanese Patent Office publishes its fee schedule in English on its website: http://www.jpo.go.jp/cgi/linke.cgi?url=/tetuzuki_e/ryoukin_e/ryokine.htm. As far as I know, the fee system was last changed in April 2007.

In my understanding, payment of annual fees is due on the date of grant of the patent. The first three years have to be paid as a lump sum. Subsequent annual fees can be paid on a yearly basis.

For China, you can find information on the annual fees in chapter 9 of the "Implementing Regulations of the Chinese Patent Law" and of the "Guidelines for Examination". English versions of these legal texts can be found on the Chinese Patent Office's (SIPO) website at the following URL: http://www.sipo.gov.cn/sipo_English/ (under "Laws and Regulations" and under "Patent Examination").

For a schedule of the fees for a Chinese patent, including the annual fees, please refer to the website of the "All China Patent Agents Association" at: http://www.acpaa.cn/english/e_default.htm.

Information on the renewal fees for a Hong Kong patent can be found on the "Intellectual Property Department's" website at: http://www.ipd.gov.hk/eng/forms_fees/patents.htm

An assignee should pay the registration fee for initial 3 year period and then pay annually.

You can find the informaiton on the schedule of fee in English on KIPO's website at: http://www.kipo.go.kr/kpo2/user.tdf?a=user.english.html.HtmlApp&c=30200&catmenu=ek30200.
