... the Indian Patent Office (IP India) now makes amended patent specifications

available for file inspection?

Until now, parties requesting file inspection in India were provided only with the specification as filed, even if it had since been amended. IP India's Office Order No. 01/2010, published on 12 January 2010, now clarifies how Rule 27 ('Inspection of published applications') of the Patents Rules 2003 is to be interpreted, namely that parties are to be provided with the specification (as filed or as subsequently amended) which is valid when the request under Rule 27 is filed. Source: http://www.patentoffice.nic.in/iponew/office_order01_12January2010.pdf

The Indian Patent Office has upgraded its search service on the "IP India" website, making it possible to check the status of applications for Indian trade marks and geographical indications by application number.  The search interfaces can be accessed at www.patentoffice.nic.in/ (click on "status of application - trade mark" or "GI"). 

... IP India has published a manual of "Patent Office Procedures"?

The Indian Patent Office's "Patent Office Procedures" came into effect on 1 July 2009 and are available in PDF format from the "IP India" website. The document sets out official guidelines for procedures in connection with applications for patents, designs and trade marks, and can be downloaded here: http://ipindia.nic.in/ipr/patent/manual.htm (click on the link "Patent Office Procedures").

... as from 2 February 2009 India has granted the EPO access to its TKDL?

The Traditional Knowledge Digital Library (TKDL) is a collaborative project involving five Indian government organisations, including the Council of Scientific & Industrial Research (CSIR). This online database makes traditional Indian medical texts available in languages understandable to patent examiners (English, French, German, Japanese and Spanish). For the first time, these texts - many of them old manuscripts written in Hindi, Sanskrit, Arabic, Persian, Urdu and other languages – can now be accessed in a digital, searchable format. EPO patent examiners can thus compare patent applications with the existing traditional knowledge documented in the TKDL. They can then, if necessary, limit the scope of a patent or refuse the application altogether before the patent is granted, thus avoiding subsequent opposition proceedings.

in the first year of electronic filling? The IPO launched its e-filing system in July 2007. During the first twelve months of operation it received about 1 000 online applications – about 3% of all applications filed in this period. … the Indian Patent Office offers electronic filing systems for patent and trade mark applications?

The new "e-Filing of Patent Applications" and "e-Filing of Trade Marks Applications" portals allow any applicant (domestic or foreign) to submit an application for a patent or trade mark electronically, to monitor the status of an application and to pay fees to the patent or trade mark office (TRM) in India. ... India and the EPO signed a memorandum of understanding (MOU) in April 2007?

The working plan includes programmes for human resource development, automation and data exchange between the two offices. According to the MOU, 10 senior examiners from the Indian Patent Office will be trained at the EPO and about 30 examiners will be trained by EPO examiners on location in India. 19 984 applications in 2005, a 44% increase on 2004? Domestic filings in India also increased by 25% compared to 2004.  In 2005, the Indian patent system underwent major amendments to guarantee compliance with TRIPs. Following the 2005 amendment of the Patent Act and the amended patent rules of 2006, even bigger numbers of patent applications can be expected in the future.
